Summary:Intelligence-led policing (ILP), as part of an electronic government initiative, has become policing institution's central component towards safeguarding public safety and security. ILP requires changes to a broad range of organisational aspects and acceptance. Hence, the research was conducted to identify how organisational change and human factors affect the ILP readiness, and to examine the linkage between practices and policing effectiveness. We conducted a survey with police intelligence officers from the Abu Dhabi Police (ADP). The findings suggest readiness of change is the key to ILP practices, and the readiness is determined by officers' attitude, climate of change and process of change. More importantly, ILP is an important component of policing effectiveness, with organisational strategy and human factors as important antecedents. Therefore, the findings have shed some light on the critique of the government structural reluctance of the traditional police culture in accepting change towards electronic inventiveness.
