This study fills the gap in the limited research on establishing the Commission from the perspective of the NGOs. A survey was administered, and 2229 individuals responded. Analysis was done using the Partial Least Squares Structural Equation Modelling (PLS-SEM). The study finds that autonomy and authority positively influence perception, while accountability and ability have an insignificant relationship. The study's findings will aid policymakers, government officials, and stakeholders in establishing and managing the SPPM. Keywords: Autonomy; Accountability; Authority; Ability.
