Summary: | Waqf is one of the Islamic social finance instruments. Historically, waqf has been the most essential tool for developing spiritual and social goals. Many social institutions for healthcare and education have been built around waqf instruments in the past. Despite the facts on how waqf can benefit the society, its progress remains gradual in several nations. This is due to a variety of issues that negatively affect waqf development. Hence, this article aims to discover the issues and challenges in initiating and sustaining waqf development. Employing the protocol of systematic literature review (SLR), this article reports on a list of common issues and challenges encountered by the relevant stakeholders in waqf development initiatives. Based on 21 selected articles, out of 239 identified articles from the Scopus database, previous researchers have consistently pointed out five common issues encompassing managerial, legislative, funding, awareness and understanding, and fatawa issues. The article concludes with several significant recommendations to remedy the issues and challenges and consequently support the sustainability of waqf development initiatives. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2024.
