Effective rehabilitation project management is crucial for sustainable urban development. This study explores the challenges and critical success factors (CSFs) throughout the AHP rehabilitation life cycle using qualitative thematic analysis of semi-structured interviews. Identified challenges include communication gaps, inadequate planning and preparedness, deficient risk management, competency issues, documentation problems, and lack of accountability. Key CSFs are effective decision-making, time management, team management, and the role of project managers. The findings provide guidance for policymakers, liquidators, and receivers to improve the implementation of the Housing Development Act for assessing rehabilitation contractors. Addressing these challenges and focusing on the CSFs is essential for successful AHP rehabilitation, mitigating losses, resolving issues, and enhancing the reputation of the authorities. © 2024 by MIP.
