Summary: | The Digitalized Lebu (Le-Dig) Program is one of the strategic developments in the Indramayu Regency that was initiated in 2020. The objective of Le-Dig is to transform conventional management into digitalized government management which will provide faster and better services to the community. The digital ecosystem had been developed and during the Le-Dig program implementation, approximately 304 villages have their own official websites and are provided with a specific budget to ensure the program runs successfully. One of the technologies involved is blockchain technology- which enables digital transactions in the regency. Although the majority of them have stated that they are implementing Le-Dig's blockchain initiative, the community and government have not yet fully reaped the benefits. Therefore, this paper evaluates Le-Dig's blockchain technology implementation using the Technology Organization Environment (TOE) Framework. The result of this research will be concerning as it is a prominent finding in evaluating the effectiveness of the Le-Dig Program which aims to support better digital governance in rural areas. © 2023 IEEE.
