Four methods are used to collect data: desk research, direct observation in the field with a participatory and non-participatory approach, semi-structured interviews with two groups of respondents (25 individual respondents and 14 expert respondents) from the public and the people and focus group discussions. The examination of secondary and primary data reveals that the LG of Xay District implements 18 of the 26 ORFRM factors, accounting for 69.23 percent of the total. However, the district is lacking eight components, which account for 30.77 percent of the variance. The LG has four strong factors (15.39 percent), ten moderate factors (38.46 percent), and twelve weak factors (46.15 percent). Additionally, the outcome pertains to the conditions in upstream, midstream, and downstream locations, as well as LG practises prior to, during, and following significant rains. Thus, the LG should develop specialised regulations, structural methods and non-structural approaches. These projects may contribute to the development of ORFRM's paradigm for long-term sustainability of LG practises. This study can supplement and update existing theories to urge residents along major rivers and other stakeholders to contribute to the development and execution of long-term strategies in the Xay District. © 2021, Construction Research Institute of Malaysia.
