Operating speed generally used as a tool to identify safety issues on existing road and alignment design. In most research, 85th percentile operating speed (V85) is normally greater than the posted speed limit [1] and it is common for traffic users to challenge the posted speed limit especially in highways and primary roads. This study was conducted to determine existing traffic evaluation and operation on strategic location by evaluating and determine a proper posted speed limits and 85th percentile; hence to identify the suitability of posted speed limit and operating speed based on the traffic volume and flow rate on the existing road. Site criteria is a two-lane dual carriageway rural road that fall under R5 design category. The site chosen was located in Kapar, Klang under Federal Route (FT05). The equipment used in the data collection are roller meter (geometrical measurement) and radar gun (speed measurement). The survey had been conducted at two locations; Location A (to study the effect of signalised traffic control on the operating speed) and Location B (to study the effect of uninterrupted traffic condition to the operating speed). From the analysis process, it can be concluded that the operating speed of road users at FT05 at Jalan Kapar, Klang has exceeded the posted speed limit. The study also indicated that the posted speed limit of the road had been challenged by the road users, and was clarified from the proposed of new speed limit that can be obtained through performing regression model. © 2018 Author(s).
